"Public notice of 45-day comment period on proposed updates Everett Housing Authority's Moving to Work (MTW) Supplement and Annual Plan"
The Everett Housing Authority, an agency designated as a Moving to Work (MTW) expansion agency by
the U.S. Department of Housing and Urban Development (HUD), is proposing an amendment to its MTW
Supplement and Annual Plan. The proposed amendment involves requesting and implementing five
regulatory waivers that would provide cost savings, streamline current policies, and increase housing
choice.
The proposed updates include:
· Utilizing an alternative inspection schedule on a triennial schedule instead of a biennial schedule
· Increasing the Project-Based Voucher (PBV) Program Cap from 30% to 50%
· Increasing the PBV Project Cap from 25% of the number of dwelling units in the project to 100% of
the units
· Elimination of PBV Selection process for PHA-owned projects without improvement,
development, or replacement
Public Review and Comment Period:
The DRAFT 2026 MTW Supplement and PHA Plan is available for public review and comment on our
website, www.evha.org on April 3, 2026. Written comments can be submitted to Melanie Pilkenton,
Director of Rental Assistance, via email at melaniep@evha.org or by mail to PO Box 1547, Everett,
WA 98206 until May 18, 2026. EHA will review all comments and consider them before finalizing the
amendment.

A public hearing will be held to receive comments and answer questions.
