Major Galloway Steps Down as Executive Director of the Everett Housing Authority; Board Announces Interim Director and Search

The Everett Housing Authority (EHA) announced that Major Galloway has decided to resign as Executive Director. The Board of Commissioners has appointed Mary Swenson with GMP Consultants as Interim Director effective April 1, 2024.

Galloway stated: “This is a mutually agreed upon decision under the circumstances. This decision is in the best interest of my family, my future professional endeavors, and the Everett Housing Authority. Despite the short tenure, a sound operating plan has been outlined to move the Authority forward.”

Galloway will provide temporary transition support to the Board of Commissioners and Interim Executive Director Swenson. Mr. Galloway was successful in advocating for establishment of an Interlocal Agreement (ILA) with the Snohomish County Department of Human Services Department that will award One Million Dollars for land acquisition for Transit-Oriented Development (TOD) multifamily development in South Everett.

In a short period, Galloway worked with the leadership team to make critical staffing, union CBA and operations adjustments to turn the Authority in the right direction and stem turnover and morale in the Property Management and maintenance operation, Finance Department and innovative Housing Choice Voucher (HCV) case management and workforce development initiative in May 2024.

Everett Housing Authority Chair Koren Smith thanks Galloway for his service. Director Galloway outlined temporary and longer-term plans to continue implementing the Everett Housing Authority’s annual and 5-year strategic plan.

Commissioner Smith emphasized: “Mr. Galloway has outlined an excellent path forward as articulated in the annual Board meeting in November. The Board of Commissioners thanks Director Galloway for hitting the ground running after his start on September 18th.

As of March 1, 2024, Director Galloway will provide temporary transition support.

The Board will conduct a national search to hire a new Executive Director.
